PROJECT MANAGEMENT
Associated
Time & Parking
Controls will be the equipment supplier, systems
integrator, provide the system training, service and support, and system
maintenance for the project. We will
provide a project manager and field supervisor to coordinate every step of the
system integration. This person will
be responsible for ensuring that work is done according to specifications and
previously agreed to time frames.

purchasing and service.
The process of project management
involves defining a project (including objective, tasks, milestone, duration,

MEDIUM TO SMALL PROJECTS
KICK-OFF MEETING
The project manager or field
supervisor will prepare a detailed task list, order Materials and coordinate all
installation issues. A “kick-off” meeting with the customer
limits and defines project milestones eliminating surprises during the job and
ensuring proper installation and operational transition. Since many of the areas we work in are
active environments, topics covered include storage of materials, tools and
equipments in out-of-the-way areas, scheduling work in order to limit facility
interruptions due to noise and any other special requests you may have.
ON-SITE MANAGEMENT
The project manager or field
supervisor will stay with your job until its completion. Any moves, additions or
deletions are handled expeditiously on-site with explanations of changes being
made before prices are discussed and work authorizations are signed.

SELECTION
Upon award of a contract, we select
a project team and meetings are scheduled with your company to review
documentation and administrative procedures to ensure a successful
implementation. The team, consisting of a project
manager, system technician and a support staff including managers, and clerical
personnel are chosen based upon their specific experience with managing previous
projects similar to yours.
PREPARATION
Initially, the project manager and
staff will meet with your representatives to confirm that all aspects of the
project are understood and agreed to prior to deploying.
Next, the project manager will make a final detailed review of the construction
documents. Material requisitions are
prepared, equipment and component cut sheets compiled and a documentation
package for materials is submitted for approval. Purchasing will determine material
viability from our various supply sources and coordinate timely deliveries with
the project manager in accordance with the construction schedule.
COORDINATION
Once all these steps are
completed, a field supervisor will coordinate the required site preparation with
your representative. This field project team is complemented by
Associated Time & Parking
Controls’ office personnel from purchasing, expediting, document control and
project accounting. General management supervision is provided with a parking
sales account executive and the corporate executive staff.
MONITORING
Monitoring the work in progress
will be achieved through use of our proprietary productivity reporting system
with time and material being entered against discrete categories.
This is important since tasks are often being updated as the project progresses
and our supervisor and your representative can take corrective steps should
variances occur.

DOCUMENTATION
Further, our document control
department maintains accurate logs on the base contract, addenda, revised
drawings, sketches, design notices and field instructions.
A unique job number will be assigned to the project and all associated document
control numbers. This allows our computerized tracking
systems to maintain control of documents and changes from the time the project
begins to the time the final bill is processed.
CUT-OVER
Depending upon the scope of the
project, our staff is prepared to produce as-built documentation such as cable
records, station identification, testing results, etc. upon completion of the
job. The nature of those documents must be
discussed prior to initializing the product to ensure proper data collection.
ACCOUNTING
Our project and branch manager is
given responsibility for financial, insurance, bonding and regulatory compliance
for your project. All bills will be submitted to your
representative for approval before they are formally released for payment. The project manager and the corporate
executive staff compile costs daily and reviewed weekly. Associated Time & Parking Controls’
approach to project management ensures that a team effort is utilized to bring
your project in within spec, on time, and within budget.
We tailor all of the above steps to
meet the requirement of each project. Our solution is based upon your needs.

SYSTEM TRAINING PROGRAM
The system training provided by
Associated Time & Parking Controls for both Time and Attendance and Parking and
Revenue Control Systems will be accomplished in a 2-phase approach to educate
your personnel on the operations and capabilities of the system.
The initial phase of the
training program will be in a classroom environment at the
Associated Time & Parking
Controls offices. This training
session will consist of one 4 hour session to train management and supervisor
personnel on the operations of the software and equipment.
We will review the initial setup of the system, programming of employee
access cards, initializing the database, operation of the fee computer system,
operation and overview of the gate operations.
The second phase of the training
program will occur on-site upon the completion of the installation of the
Parking Access and Revenue Control system.
We will review the system lane operations. Assist you in the initial setup of the
cardholder database for tenant access cards and the tenant-billing database.
Supervisory personnel will be shown the overall operation of the lane equipment
including but not limited to the barrier gates, vehicle detectors, entrance
ticket dispenser, readers, and the fee computer system.
Additionally we will review minor maintenance steps with the lane equipment that
are routine in nature. Some of these
include installing and loading of the tickets in the entry ticket dispenser, and
changing receipt paper on the fee computer.
Additional training segments are
always available from Associated Time & Parking Controls either at our offices,
or on-site for any personnel that need to be acquainted with the operations of
the system.
These additional training segments are not part of the initial costs, and
would be quoted separately at the Customer’s request.

WARRANTY & MAINTENANCE
OVERVIEW
The
system proposed by Associated Time & Parking Controls is provided with a 1-year
warranty for parts and labor from the date the system has been approved and
accepted by the owner. This warranty
covers all defects in hardware or software that occur as well as any component
of module failure. The warranty does
not cover damage done through vandalism, misuse, or acts of nature. System supports during this warranty
period as well as after the warranty has expired will be provided in a two-phase
approach. The first is emergency
on-site service with a response time of no more than 4 hours to support any lane
hardware failures. In addition to
this on-site support, if you elect to purchase on-line software applications,
Associated Time & Parking Controls is equipped to provide you with remote,
on-line help desk support for any system software need. This would apply to any failure in the
software, assistance with programming or operations, and any other new revisions
that are released from the software supplier. We will also include software support
training during the initial startup phase of your system. Associated Time & Parking Control’s
on-line service provides literally instantaneous responses to your system
software needs through the use of an available telephone line provided by the
owner, and the standard high-speed modem and support software. With today’s “high-tech” parking systems
solutions, support can be as simple as a phone call away. Our innovative on-line help desk approach,
combined with expedient on-site service insured you of maximum performance and
life for your parking system, with virtually no system down time to disrupt the
convenience of your customer.
The normal life expectance of the
Parking Access and Revenue Control System from Associated Time & Parking
Controls is 8 to 10 years. This life expectancy can be affected by
adverse or hazardous usage, or failure to properly maintain the equipment.
The system being proposed by
Associated Time & Parking Controls will provide you all the above controls in a
“stand-alone” mode of operation. The equipment has built-in communications
capabilities should Hotel Management elect in the future to have the system
on-line to a central PC. The
following narrative explains the Windows NT software that is available to
retrieve all parking transactions from your parking facility.

All you controls and monitoring
could be accomplished through a central PC where the Windows NT based software
application resided for controlling the parking facility.
The lane equipment for the hotel guest pass system, revenue control system, the
access system, and the fee computer unit at the front desk can be on-line to the
central PC. This PC can be used in a Work Station
environment and have the ability to add a 2nd PC via a LAN to
accommodate further expansion of the system.
The PC could be installed in the Security Office of the hotel where
authorized personnel via their assigned password can gain access to the
operational data and financial statistics for query, reporting, monitoring, or
programming updates to the system.
The operating system supplied on the PC is Windows NT Version 3.51. This popular operating system from
Microsoft provides the system with its multi-tasking, multi-user capabilities
allowing it to grant or deny access for employees, at the same time it is
processing a hotel guest into the self-park area, and collecting all the
financial data from the revenue control equipment.
In addition to its data processing and “bullet proof” data integrity, the OS
also provides terrific graphical interface that streamlines user training and
operation, and accelerates the interaction between the systems software
applications. The system has
built-in network capability allowing administration and finances the ability to
query the filer server’s database for financial statistics from a remote
networked PC. The ODBC complaint
system allows easier integration into an existing database for exporting the
hotel guest parking charges from the hotel guest pass revenue control software
application. Integrated report
generators give you the ultimate in flexibility for management report generation
in addition to the SQL ad hoc for your information systems specialist.
Complete system support of both the
hardware and software will be provided via on-line support services provided by
Associated Time & Parking Controls help desk.
This support system allows one of our trained technicians, with your permission
to dial into your system to diagnose and repair any problems, load new software
enhancements, and even assist your personnel in any operator difficulties,
giving you instantaneous system support.
